It enables end users and network administrators to gauge the upload and download speed as well as other internet connection performance metrics. It provides real-time and archival statistics for the internet connection.

Techopedia Explains Internet Speed Monitor

An internet speed monitor enables evaluation of the health of an internet connection, primarily in terms of the data download and upload speed it is providing. Typically, such an application reviews and measures the time taken to download or upload each byte of data and provides an aggregate speed for both. This is generally measured in megabits per second (Mbps) for smaller/residential internet connections and gigabits per second (Gbps) for enterprise-class internet connections.

Such an application can also provide end users or administrators notification of preconfigured events such as peak and steep download and upload speed in a given time. In addition to speed metrics, it may also provide statistics regarding Internet throughput/bandwidth, pings, and failed and successful downloaded/uploaded data packets.

An internet speed monitor can be a standalone application or can be part of an internet performance monitoring application.
